This varies from school district to school district and state to state. They each have different requirements. However, you counselors should have degree plans in their office. There is usually a normal one, an honors plan and maybe a remedial or other plan. Also, in the school district I teach at in Texas, The degree plans are outlined in the student handbook which every student is given at the beginning of each year.

Around 21 is the normal amount... However, this will vary by school, school district, and if the school is public or private.
